new rules?

I went to Dataran Pahlawan with my beloved housemate, Illy A to watch 'SATC2'. While waiting for the movie, we just hang out at Old Town White Coffee. We sat outside because Illy need to smoke. Guess what??? NO SMOKING sign for outdoor seat. ;o

Since when our government make this rules? Is it long lasting?
